Heater Regulator Valve

Can anyone tell me to how to test the heater regulator valve now that Ive got it out of the car?

Ive tested it and when I apply 16lbs of vacuum at the small inlet (brown line) and check the vacuum at the large brown line and plug the large black line, I have a slow leak (takes about 3 seconds to go from 16lbs to 0lbs vacuum. When I apply heat to the bimetallic strip the leak slows to about 5 seconds.

If this valve is bad is there anyway to fix/replace it with something else to get the same functioning. Ive been told that all I can do is bypass it because the is no replacement.
