Top Frame Issue

I am currently finishing my restoration of a 55 Thunderbird. My last step was to install a new top. The correct measurement from the deck plate to the first bow is 19 inches. When I measured my frame which appears to be an original frame compared to others that I have seen measures 17 inches. I spoke to a parts supplier and he said there are two "S" brackets that were possibly installed backwards. Right side on left and left side on right. Has anyone seen this situation before or am I making some obvious installation error? Thanks
